Tina Brown, author of a new book on royals, says Harry always struggled to find his true calling, while he was considered secondary to William.
Ms. Brown says she knows "there is nothing going on between them at the moment."
She told the Telegraph: "The truth is that the younger brother the more charismatic the prince was.
"It was very difficult because Harry had to be implied and got a role for
"They had all these interests in Africa and conservation, but William and Harry always had to play second banana."
Pressing on the institution's legacy, Harry stepped down as a senior royal in 2020 with wife Meghan Markle. Prince William's rift began after the Duke of Cambridge expressed fears ahead of Harry's marriage to Meghan.
Ms Brown continued: "Diana insisted, to her credit as a mother, that two boys would be treated alike, but they would never be the same, that's the problem.
“Slowly, it became a huge tension between them.
"It was great luck ahead of William, he knew who he was.
"For Harry, it's like, 'Who am I going to be - Uncle Andrew? Am I really going there?'
Ms Brown acknowledged that Harry is "a very insecure, fragile, hot-headed guy who never really deals with the death of his mother and then has to live a slightly chaotic life."
She added: "He did a lot worse in that situation."
Before signing, Ms Brown said Harry felt a little left out when William found Kate.
"They were the perfect couple and Harry felt like Bridget Jones," said Ms. Brown.
